Chairman of the board

Education: Edmon Marukyan holds two Master’s Degrees, one in Jurisprudence from the Public Administration Academy of Armenia and the second one in Law (LL.M.) with concentration in International Human Rights Law from the University of Minnesota Law School.

Professional expertise: Edmon Marukyan has been a Human Rights advocate and in 2011 he founded and chaired «Center for Strategic Litigations» Human Rights NGO. Since 2001, he has specialized in the protection of Human Rights and was considerably involved in strengthening of democracy and sustaining civil society in Armenia. He worked as legal advisor, defending citizens in courts, conducted strategic litigations taking cases up to the European Court of Human Rights.

From 2010 to 2012, Mr. Marukyan worked as a consultant at Human Rights Watch, conducting research on Human Rights issues and drafting statements, reports, other important documents.

Edmon Marukyan has been elected a member of the National Assembly of Armenia three consecutive times. He was elected to the Parliament in 2012 for the first time.

In December 2015, Edmon Marukyan founded «Bright Armenia» Political Party with likeminded, professional young people who have had successful career development achievements in their respective fields and had interest in entering politics and contributing to the democratic development of Armenia.

On 02 October, 2016, «Bright Armenia» participated in local-self-government elections of Vanadzor (third largest city in Armenia with 80,000 population) and came the second after the ruling party, taking 10 seats out of 33 in the Local Council.

On December 12, 2016, in cooperation with «Civic Contract» and «Republic» Political Parties, «Bright Armenia» has formed a political Alliance named «Way Out», electing Edmon Marukyan to lead the proportional list of the Alliance in the Parliamentary elections of April 2, 2017. The “Way Out” Alliance came the third out of four political powers forming the new Parliament, which consisted of 105 seats. «Way Out» Alliance was presented in the National Assembly through 9 MPs.

In the snap elections conducted on 09 December 2018 11 political powers took part. However, only 3 parties made it to the Parliament. «Bright Armenia» Party, led by Edmon Marukyan, came in the third, taking 18 seats out of 132 in the new Parliament.

Edmon Marukyan has been member to the Parliamentary Standing Committees on:

• Defense, National Security and Internal Affairs; Foreign Relations; State and Legal Affairs (V convocation),
• State and Legal Affairs and Protection of Human Rights (VI convocation),
• Foreign Affairs (VII convocation).

At the same time, Edmon Marukyan has been member to the Parliamentary Assembly of the Council of Europe (PACE). He has been member to the PACE Committees on:

• Legal Affairs and Human Rights (First Vice-ChairPerson),
• Election of Judges to the European Court of Human Rights,
• Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee),
• Equality and Non-Discrimination.

Կրթություն։ Տարոն Սիմոնյանը գերազանցությամբ ավարտել է Երևանի պետական համալսարանի իրավագիտության ֆակուլտետը 2007 թվականին, այնուհետև` 2009 թվականին ստացել է մագիստրոսի աստիճան եվրոպական իրավունք մասնագիտացմամբ (ԵՊՀ): 2009 թվականին ավարտել է Ֆլեթչերի դիվանագիտության և իրավունքի դպրոցը` միջազգային իրավաբանական հետազոտություններ մասնագիտացմամբ (Թավթս համալսարան, Բոսթոն, ԱՄՆ), իսկ 2012 թվականին պաշտպանել թեկնածուական ատենախոսությունը ԵՊՀ պետության և իրավունքի տեսության և պատմության ամբիոնում:

Մասնագիտական վերապատրաստումներ, անդամակցություններ և հրապարակումներ։ 2017-ից Տարոն Սիմոնյանը հանդիսանում է ՄԱԿ-ի Միջազգային առևտրային իրավունքի հանձնաժողովի ազգային ներկայացուցիչ (UNCITRAL), նույն թվականից մինչև  2019 եղել է ՀՀ փաստաբանների պալատի խորհրդի անդամ, ՀՀ արբիտրների ասոցիացիայի համահիմնադիր, խորհրդի անդամ, 2016-ին եղել է Հայաստանի հաշտարարների ինքնակառավարվող կազմկակերպության համահիմնադիր, խորհրդի անդամ, 2014 թվականից Տարոն Սիմոնյանը հանդիսանում է Եվրոպական արբիտրաժային պալատի արբիտր (Բրյուսել, Բելգիա), ՀՀ Իրավաբանների միության գործադիր տնօրեն 2012 թվականից, Միջազգային և համեմատական իրավունքի կենտրոնի համահիմնադիր 2010 թվականից և տնօրեն 2013-ից, Փաստաբանների պալատի անդամ 2010 թվականից, Իրավագիտության ֆակուլտետի մեծ խորհրդի անդամ 2005 թվականից և ԵՊՀ Խորհրդի անդամ 2007-2011-ը:

Տարոն Սիմոնյանը միջազգային, համեմատական իրավունքի,  պետության և իրավունքի տեսության վերաբերյալ մի  շարք գիտական հոդվածների հեղինակ է, իրավագիտության ֆակուլտետի և Եվրոպական ուսումնասիրությունների կենտրոնի դասախոս և դոցենտ, նաև դասախոսում է Հայաստանում Ֆրանսիական համալսարանում և Հաշվապահների ուսուցման միջազգային կենտրոնում:

Մասնակցել է մի շարք մասնագիտացված վերապատրաստումների Ռուսաստանում, Հունաստանում, Բելգիայում, Լեհաստանում, ԱՄՆ-ում և Ֆրանսիայում:

Գործունեության բնագավառներ։ Տարոն Սիմոնյանը տրամադրել է ամբողջական իրավաբանական ծառայություններ տեղեկատվական տեխնոլոգիաներ, մեդիայի, հանքարդյունաբերության ոլորտի կազմակերպություններին, տեղական խաղատներին և այլն: Նա որպես ծրագրի փորձագետ է հանդես եկել  IBF International Consulting կազմակերպությունում, Եվրոպական խորհրդի «Աջակցություն արդարադատության մատչելիությանը Հայաստանում» ծրագրում՝ աջակցելով ՀՀ Արդարադատության նախարարությանը նախագծել քաղաքացիական  դատավարության նոր օրենսգիրք: Տարոնը՝ որպես փորձագետ, հանդես է եկել նաև ԵԱՀԿ-ում, Մարդու իրավունքների պաշտպանություն առանց սահմանների կազմակերպությունում, ՄԱԿ-ի հայաստանյան գրասենյակում, Ասիական զարգացման բանկում, EuropeAid-ում   և այլն:

2018թ. «Լուսավոր Հայաստան» կուսակցության նախընտրական ցուցակով ռեյտինգային ընտրակարգով (անկուսակցական) ընտրվել է ՀՀ Ազգային ժողովի պատգամավոր Լոռու մարզից։ 7-րդ գումարման խորհրդարանում իր գործունեության ընթացքում անդամակցել է Պետական-իրավական հարցերի մշտական հանձնաժողովին, եղել Արեւելյան գործընկերության խորհրդարանական վեհաժողովի («Եվրանեսթ») անդամ, «Եվրանեսթ»-ի Տնտեսական, իրավական մոտարկման և  ԵՄ քաղաքականության համաձայնեցման հանձնաժողովի համանախագահ, ինչպես նաև Ֆրանկոֆոնիայի խորհրդարանական վեհաժողովի անդամ։

Board member

Education: Taron Simonyan graduated from Yerevan State University (Department of Law) with Honorary Distinction in 2007, has a Master’s degree on European Law from YSU (2009). In 2009 he graduated from the Fletcher School of Law and Diplomacy (International Legal Studies), Tufts University (Boston, USA), and in 2012 he did his PhD on Theory and History of State and Law at YSU.

Professional trainings, memberships and publications: Taron has been appointed as the National Correspondent of the Republic of Armenia in the UNITED NATIONS COMMISSION ON INTERNATIONAL TRADE LAW (UNCITRAL) since 2017, has been elected as a member of the Council of the Chamber of Advocates of the Republic of Armenia since 2017, is a co-founder, a member of the Council of the Asociation of Arbitrators of the Republic of Armenia since 2017, a co-founder, a member of the Council of the Mediators of Armenia Self-governing organization since 2016, is an Arbitrator at the European Arbitration Chamber since 2014 (Brussels, Belgium); the Executive Director of the Bar Association of the Republic of Armenia (since 2012); the Director and founding member of International and Comparative Law Center (since 2010); member of Chamber of Advocates of RA (since 2010); the Big Council of the Department of Law (since 2005); and the Council of YSU (2007-2011) and is an author of several scientific articles on international, comparative law and theory of state and law.

He is a lecturer and associate professor (Docent) at the Faculty of Law; Center on European Studies (Yerevan State University); a lecturer at the French University in Armenia and at the International Accountancy Training Center.

Taron has participated in several professional trainings in Russia, Greece, Belgium, Poland, USA and France.

In 2018 Taron Simonyan was elected MP by the list of the “Bright Armenia” Political Party from Lori Region on rating system (non-partisan). During his tenure in the Parliament of the 7th convocation, he was a Member of the Standing Committee on State and Legal Affairs, Member of the Parliamentary Assembly of the Eastern Partnership (“Euronest”), Co-Chair of the Committee on Economic Integration, Legal Approximation and Convergence with EU Policies of “Euronest”, Member of the Parliamentary Assembly of Francophonie.

Practice Areas: Taron has provided all-inclusive legal services to IT, media, mining corporations, local casinos etc. He has acted as a program expert for IBF International Consulting, Council of Europe project “Support for Access to Justice in Armenia”, assisting the Ministry of Justice of the Republic of Armenia in drafting of the new Code for Civil Procedure. Taron has also acted as an expert for OSCE, Protection of Human Rights without Borders, Armenian UN NGO, the Asian Development Bank, EuropeAid etc.

Education: In 2009 Ruzanna graduated from the French University in Armenia Foundation, Law Faculty (Bachelor’s Degree with Honors, Double Degree «Licence en droit» from the University Jean-Moulin Lyon III). In 2011 she graduated from the International Business Law Faculty of the same University (Master’s Degree with Honors, Double Degree «Master» from the University Jean-Moulin Lyon III). In 2015 Ruzanna Avagimyan graduated from the Advocates’ School of Armenia with civil and administrative specialization.

She passed her diploma internships in a French bank «Crédit Coopératif», then in the Ministry of Defense of Armenia, Defense Policy Department (respectively 1 and 5 months). Ruzanna wrote the final thesis on the legislative gaps related to the export license of dual-usage items.

Professional experience: Ruzanna worked in the Judiciary (1 year), then in the National Assembly (9 years), first as an assistant to an independent MP Edmon Marukyan, then as a legal-political expert in «Way Out» and «Bright Armenia» Factions.

As a lawyer, inter alia, she represented the interests of «Bright Armenia» Parliamentary Faction and its individual members in the Court, as well as an expert, carried out the elaboration of the legal-political documents addressed to the National Assembly, Government, Constitutional Court, other State organs, the legislative initiatives, interpellations of the Faction, analyzed the legal-political events, drew up the proposals of the Faction on the most important draft legislation brought to the Parliament.

Since 2019 Ruzanna is also the Secretary of the Board of the Liberal Political School.
