“Civil Participation in drafting the Constitution of the RA” project

From August 2014 “Center for Strategic Litigations” HR NGO in collaboration with “Lori Marz Young Economists’ Association” NGO implements a project entitled “Civil Participation in drafting the Constitution of the RA”.

The project aims to promote the civil participation in the development of the Constitution Draft of the RA through discussing the Concept paper and collecting observations and concrete proposals from experts and interested parties mainly from the Lori region focusing also on promotion of participation from the outside of the capital city on the decision making processes.

Within the frames of the project it is planned to implement the following activities:

  • Conduct a TV broadcast to inform a larger target of auditorium about the Concept paper.
  •  Conduct 4 round tables with 1. Active youth, 2. US alumni, 3. NGO representatives and 4. Advocates in Lori region to present them current approaches regarding the Concept paper and collect their proposals regarding the Constitution Draft.
  • Establish an expert team to summarize the proposals collected from the beneficiaries and develop a full and professional Proposal Paper targeting each chapter of the Constitution.
  • Present the Proposal Paper to the project target to ensure civil active involvement into the Constitution draft development processes.

«Ռազմավարական Դատավարությունների Կենտրոն» ԻՀԿ-ն «Լոռու Մարզի Երիտասարդ Տնտեսագետների Ասոցիացիա» ՀԿ հետ համատեղ 2014 թվականի օգոստոս-նոյեմբեր ամիսներին իրականացրել է «Քաղաքացիական մասնակցություն ՀՀ Սահմանադրության նախագծմանը» ծրագիրը:

Ծրագրի նպատակն էր Սահմանադրության հայեցակարգի քննարկումների միջոցով խթանել քաղաքացիական հասարակության մասնակցությունը ՀՀ Սահմանադրության նախագծի կազման աշխատանքներին` փորձագետներից և շահագրգիռ կողմերից հավաքագրեկով կոնկրետ առաջարկություններ և դիտարկումներ: Առանցքային էր նաև այն հանգամանքը, որ խթանվի ոչ մայրաքաղաքային քաղաքացիական հասարակության մասնակցությունը որոշումների կայացման գործընթացին:

Ծրագրի շրջանակում մասնավորապես նախատեսվում էր իրականացնել հետևյալ գործողությունները.
֊ Պատրաստել հեռուստահաղորդում տեղական հեռուստաալիլքներից մեկով, որի նպատակն է հասարակության լայն շերտերին տեղեկացնել Սահմանադրության Հայեցակարգի վերաբերյալ,
֊ Իրականացնել 4 կլոր սեղան քննարկումներ Լոռու մարզում գործունեության ծավալող 1. Ակտիվ երիտասարդների, 2. ԱՄՆ ծրագրերի շրջանավարտների, 3. ՀԿ ներկայացուցիչների և 4. Փաստաբանների հետ, որի նպատակն է ներկայացնել արդի մոտեցումների Սահմանադրության հայեցակարգի վերաբերյալ և հավաքագրել վերջիններից առաջարկությունները կապված Սահմանադրության նախածի հետ:
֊ Կազմել փորձագիտական խումբ, ովքեր կամփոփեն և մասնագիտական որակ կհաղորդեն ծրագրի շահառուներից հավաքագրված առաջարկություններին անդրադառնալով Սահմանադրության հայեցակարգի յուրաքանչյուր գլխին:
֊ Նախապատրաստված առաջարկությունների փաթեթեը ներկայացնել ՀՀ Նախագահին առընթեր սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովին:

The European Convention on Human Rights passed another milestone in 2013, marking sixty years since it took effect. Overall, the number of applications pending before the Court decreased by approximately 28,000 bringing the total at the end of the year 2013 to just under the 100,000 mark. The improvement is all the more striking when regard is had to the situation in 2011, when the number of pending applications peaked at just over 160,000. In the space of two years, and with no fall-off in the number of new applications, the Court’s docket has been cut by more than a third. Over the course of the year, the number of cases pending for more than three years was reduced by 48% to less than 25,000. D

Ill-treatment in police custody persists. The government has yet to offer conscientious objectors a genuine civilian alternative to military service. The authorities did not adequately investigate a troubling number of noncombat deaths in the military. They also failed to investigate violent attacks against peaceful protesters by unidentified assailants.

Broadcast media lacks pluralism and there were several instances of violence and harassment against journalists and media workers during the year. Violence and discrimination based on sexual orientation and gender identity by both state and non-state actors are serious problems. Bureaucratic restrictions prevent people with terminal illnesses from accessing strong pain medications.

Presidential and Municipal Elections

International observers, led by the Organization for Security and Co-operation in Europe (OSCE), concluded that the February presidential election “was generally well-administered” but noted “some serious violations” of OSCE and Council of Europe standards, such as pressure on voters. The OSCE also noted other breaches, including public administration bias in favor of incumbents, misuse of administrative resources, and interference by the incumbent’s proxies. Local observers reported the presence of unauthorized persons in polling stations, numerous attempts to pressure observers and journalists by political parties and election commission members, and widespread ballot stuffing for the incumbent candidate.

Project Smile 2013

Teenagers are more likely to be influenced by advertisements and unhealthy images which make them vulnerable towards such things as smoking, drinking, drugs or unhealthy diet. Throughout her Project Smile grant Ani Derdzyan who is the Alumni Fellow of Undergraduate Exchange program supported by the US Department of State organized a seminar on healthy lifestyle for schoolchildren at Darpas village’s secondary school. The project was organized in cooperation with Youth Center for Democratic Initiatives NGO. Posters, informative leaflets, and Power Point presentations including common facts and statistic data were prepared to raise awareness on such issues as smoking, drugs, alcohol and unhealthy diet. The participants were also introduced to the proper ways of using computers.

Special interactive games were prepared for the seminar. The children were asked to work in groups and prepare their own posters on healthy lifestyle and present them to the others. In the end the participants were introduced to Beyonce’s “Move your body” song and the moves to the song.
